The Anti-Homosexuality bill, which was passed last month, has been referred back to parliament for improvements by the ruling NRM party caucus. The decision was made after President Museveni, who is also the party national chairman, gave a speech on the controversial law.
The ruling party examined all related issues and previous discussions before reaching this resolution.
The Attorney General advised President Museveni not to assent to the bill in its current form due to several provisions that are inconsistent with the Constitution.
The new law provides for mandatory death sentence for a person convicted of aggravated homosexuality, which the Attorney General says violates several articles of the Constitution and risks violating the principle of separation of powers.
Therefore, the law needs to be revised by parliament before it is assented to by the president or it could be challenged in courts of law for being unconstitutional.
