Former Head of Civil Service admits government mistake in Telkom Kenya sale

Joseph Kinyua, the former Head of Civil Service, recently stated to a joint sitting of the Finance and National Planning and the Communication, Innovation and Information Committees of the National Assembly that the sale of Telkom Kenya Limited to foreigners was a mistake.

He emphasized that the telco is an important national security asset. Kinyua criticized Treasury officials for making a hasty payment of Sh6.2 billion to repurchase Telkom without the National Assembly’s approval, despite it not being an emergency.

He revealed that the acquisition of Telkom Kenya in September 2022, about 15 years after its sale, was approved by the National Security Council (NSC).

Kinyua stated that Telkom Kenya is a strategic asset, but he did not disclose any material breaches that may have compromised national security.

The House declined to approve the payment request and launched a probe.
